Best States to Launch a Mobile Sauna Business

The best state for a mobile sauna business depends on the model you plan to run more than on the state itself. A private drop-off rental needs a customer, a driveway, and a tow vehicle, so it works almost anywhere with a cold season or a lake. A community or per-seat business parked in a public park needs a landlord who has already said yes, and that is where states differ most.

Based on the operators and permit programs we could document as of October 2026, Minnesota, Washington, Wisconsin, and Michigan are the strongest places to start. Oregon, Maine, and Colorado work with caveats. California is the hardest for public land. This guide shows the evidence behind each call so you can put it straight into your mobile sauna business plan.

How we ranked the states

Four questions decide whether a state is a good launch market:

  1. Is there proof that people pay for mobile sauna sessions, meaning working operators with real bookings?
  2. Is there a documented path to operate on public land, or at least a clear way to ask?
  3. Is there a cold season and water within driving distance, since heat and cold are the product?
  4. What does the heat source have to be, because seasonal fire restrictions push some operators from wood to propane?

We built this from city and county pages, park board records, and local news. Where we could not confirm a rule, the table says so. Permit rules in this category change quickly, so treat every row as a starting point for a phone call, not a final answer.

Minnesota: the clearest rules

Minnesota is the most developed mobile sauna market in the country, and Minneapolis is the reason. The city now licenses saunas, mobile units included. According to the city's license page, each location needs its own license, the license runs up to one year and does not transfer, and applicants submit a site diagram, equipment photos, and a certificate for at least $1,000,000 in liability and property damage coverage. A mobile sauna within 300 feet of homes may run only three days in a row and no more than 12 days a year.

Park land runs through a second door. The Park Board's mobile sauna permit lists four locations, charges 10 percent of total reservations, requires sessions to be open to public reservation, and bars alcohol. Outside the city, Ramsey County accepts mobile sauna permit applications for select parks, and Rochester's park board approved a winter mobile sauna program at Soldiers Field.

Strict rules are still rules you can read. An operator who knows the cost and the limits can write a business plan around them, and that is worth more than a loose market where no one can tell you yes or no.

Washington: a documented path to public land

The Municipal Research and Services Center published a March 2026 guide to mobile saunas that lays out how Washington cities handle them. Tacoma's Metro Parks lets Svette Sauna operate year-round at Owen Beach under a revocable commercial permit. Bellingham ran a request for proposals limited to mobile units and selected Hot Spot Sauna Club for a park site. Seattle is tougher: mobile saunas run on a park use permit that can exceed $50 an hour, and they are not currently eligible for the seasonal concession permit.

Budget for more than a park permit here. The MRSC notes that beach sites can trigger Shoreline Management Act review, wood or gas heaters will likely need a fire inspection, and liability insurance can be hard to find for wood-fired units. Washington rewards operators who show up with paperwork already in order.

Wisconsin: home turf and growing fast

Nomad builds in Hudson, Wisconsin, so we watch this market closely. A February 2026 Up North News roundup lists mobile wood-fired operators including Homestead Saunas near Sharon, Kindled Community Sauna southwest of Madison, and Smokin' Barrel in Madison. In Milwaukee, Hot Spell Sauna runs two wood-fired saunas at McKinley Marina in partnership with Milwaukee County Parks.

We found no state-level mobile sauna license in Wisconsin. Public-land deals are made park by park, which means a good first call is to your county parks department. Winters are long, the lakes are close, and sauna culture does not need explaining to the customer.

Michigan: sauna country

The Upper Peninsula was about 11.9 percent Finnish by first-reported ancestry in the 2010 Census, and the habit shows. A 2026 Northern Express feature profiles Traverse City operators including MI Sauna, which sells seats at the Traverse City State Park beach, and Begin Adventures, whose trailer rentals are reserved most weekends.

The caution is local rules. A 2023 report from Grand Marais described a trailer sauna that fit into the township's existing transient vendor process, while Marquette had no process at all. Expect to ask township by township.

Oregon, Maine, and Colorado: workable with caveats

Oregon has demand and a precedent. Bend Park and Recreation District put out a bid for mobile sauna services, and in Portland Guss Mobile Sauna offers $30 drop-in sessions at riverfront parks. Fire season is the catch. Many operators on the West Coast run propane because seasonal restrictions shut down wood for months.

Maine and the rest of the Northeast are permit-by-permit. Village Sauna in South Portland paid $1,915 for a one-event pilot permit at East End Beach in April 2026, and the parks director said applications are reviewed case by case. In Chilmark, Massachusetts, the zoning board approved a special permit in April 2026 with a spark-arrester chimney and sign-off from the building inspector and fire chief.

Colorado has proof of concept, with a wood-heated rental operator in Durango charging $475 a day. We could not verify its permit rules, so check with your county and local fire district before you commit.

California: private bookings work, public land is slow

California State Parks opened a public comment period in fall 2025 for a single mobile sauna concession at Big River Beach, which shows how heavy the process is. Yet operators are working. California Sauna Club sells sessions at Coleman Park in Morro Bay at about $30 each. If you start in California, build the private-booking business first and approach public land with a track record. That is the same order of operations that worked in Minneapolis.

Turn this into your business plan

Pick the model before the state. If you will run private drop-off rentals, any state with demand and a tow route will do, and the smaller question is whether your local municipality has any rule at all. If you want a community or per-seat site, rank states by whether a public landlord has said yes, and read our guide to building a mobile sauna community.

Then do three things before you spend money. Call the parks department for your first two sites and ask for the permit in writing. Ask an insurance broker whether wood-fired operation changes your quote. And size your unit to the booking you intend to sell, using our rental pricing guide.

This article provides general information and is not legal, financial, or business advice. Permit requirements, licensing, insurance, and trailer regulations vary by state, municipality, and use case, and change often. Confirm with your local authorities and a licensed attorney before you operate.

FAQ

What is the best state to start a mobile sauna business?

Minnesota has the most developed rules, Washington has the best documented public-land path, and Wisconsin and Michigan have strong demand and working operators. The best state for you is the one where your customers are and your model has a permit path.

Do I need a permit to run a mobile sauna on private property?

Many mobile saunas on private property need no building permit, but zoning, business licensing, and local rules vary. Confirm with your city or county before your first booking.

Is wood-fired or propane better for a mobile sauna?

Wood-fired is the default in most of the country. Propane is common on the West Coast, where seasonal fire restrictions limit wood. Choose by where and when you will operate.

Can I operate in more than one state?

Yes, if the trailer is titled and the permits and insurance cover each site. Every Mobile Series unit ships with a VIN and title.
